Cultures with the Enlightened Magnates or Legalistic tradition can each appoint an additional one, as can dynasties with the first Brilliance legacy. A Vizier, depending on its Stewardship score, can grant from 1 additional {{iconify|Tax Collector}} to 5. Two Innovations, Bailiffs and Court Officials, also each grant an additional one. Only unlanded courtiers can be appointed as {{iconify|Tax Collector}}.
